The city of Ventura has announced the appointment of Valerie Barroso as its new Human Resources Director, effective August 3rd. Barroso, who has served as Assistant Human Resources Director since 2018, brings with her a wealth of experience spanning 27 years across various crucial organizational domains.
City Manager Bill Ayub praised Barroso’s leadership and deep understanding of Ventura’s strategic goals, describing her as an invaluable asset to the Human Resources team. He expressed confidence in her ability to lead effectively in her new role, highlighting her dedication, expertise, and visionary approach.
In her new capacity, Barroso will oversee the Human Resources Department under the city manager’s supervision. Her responsibilities include recruitment, employee and labor relations, classification and compensation, training and development, benefits administration, workers’ compensation, and risk management and liabilities.
Reflecting on her appointment, Barroso, a Ventura County native, expressed her enthusiasm for continuing to serve the city’s employees and residents. She cited her longstanding affinity for Ventura’s City Hall, downtown area, and natural surroundings as motivating factors in her career.
Barroso’s human resources journey began in 1997 as a clerk for Ventura. Before her tenure with the city, she was Director of Classified Human Resources at a local public school district. She holds a Bachelor of Science degree in Organizational Management, a Master of Science in Business Organizational Management focusing on Human Resources Management and Development, and a Ph.D. in Industrial/Organizational Psychology.
Barroso’s appointment marks a significant step forward for Ventura, as she brings her extensive experience and qualifications to enhance the city’s human resources management capabilities.
